Our History

The Carter Goble Lee Companies came together in 2002, combining 34 years of experience in planning, design, and management through the merger of Carter Goble Associates, Inc., CGA Facilities, Inc., Lee Design and Management Group, Inc. and Lee Engineering and Management Group, Inc.

CGL’s history is rooted in providing local governments services to benefit their criminal justice systems. Carter Goble Associates (CGA) was founded in 1974 to offer a planning approach that guides Counties through the complex integration of planning, designing, constructing and occupying new and renovated criminal justice facilities.

CGA integrated architects and facility designers to enhance its service offerings with the founding of CGA Facilities. This design service offers CGA’s clients continuity of service, carrying them beyond the planning phase of a project. This unique and comprehensive array of planning services can be applied totally or selectively in the development of flexible, cohesive and realistic plans.

Lee Design & Management Group (LDMG) was founded in 1993 to provide program management services to local and national clients for public facility construction, focusing on criminal justice buildings. LDMG’s project delivery ranged in construction costs from $1 million to $122 million, and services were often provided under extreme budget and schedule limitations. LDMG’s program management projects included water & sewer projects, public building renovations and construction of new buildings or additions to existing structures. LDMG also integrated maintenance services to provide knowledgeable feedback about maintainability early in the project planning phase.

Lee Engineering and Management Group, Inc. (LEMG) was the first business in the United States solely focused on contract maintenance for corrections or justice facilities. LEMG’s ground breaking experience with founding, starting, and developing a specialized maintenance system specific to corrections environments provides clients the technical resources accumulated from experiences in more than 40 facilities across the United States.

CGL was created with the integration of the CGA and Lee Companies, offering clients the most convenient, cost effective and reliable means to achieve quality construction by integrating its broad range of services to most effectively meet the wants and needs of its clients.

CGL has grown from performing $5,000 planning studies to one of its most recent contracts, construction of justice, law enforcement and jail facilities in Wake County, N.C., with estimated construction costs of $450 million. CGL’s team-building approach and ability to consider long-term construction options has kept its completed projects, worth more than $7 billion in construction costs, free from litigation or claims.
