CONGRATULATIONS BEN CROOKS
Ben Crooks has been promoted to Senior Associate with Carter Goble Lee located in Columbia, SC.
Since joining CGL in 2004, he has been responsible for facility master planning, needs assessments, architectural space programs and transition/activation training for a variety of local, state and international detention, corrections and law enforcement agencies.
A native of Baton Rouge, Louisiana, Crooks served as the Detention Director of the adult detention facility in El Dorado, Kansas, where he was also President of the Kansas Jail Association prior to joining Carter Goble Lee. He has worked in the private and public sectors as a Certified Fraud Examiner and Risk Mitigations consultant.
Crooks is in the U.S. Army and has served in locations around the world. As a member of the Army Reserves, he is the Chief Instructor of the 2-95 Military Police Battalion Institutional Training Center.
NEW EMPLOYEES JOIN CGL
Teresa Gonzalez-Del-Valle has joined Carter Goble Lee as an Associate. Her recent experience includes project management with Landscape Architecture and Planning in Fort Lauderdale, Florida and Coral Gables, Florida. Gonzalez-Del-Valle, a native of Peru, earned a Masters Degree in Landscape Architecture from Florida International University, Miami and a Professional Degree in Architecture from Univerisdad Ricardo Palma, Lima, Peru.
Delmer Dominquez is an experienced Senior Designer with specialties in the development of transportation roadway systems and watershed studies. His prior experience includes projects in Miami and West Palm Beach, Florida. A native of Honduras, he is a graduate of Midlands Technical College in Columbia, SC.
Michelle Deer, a native of Augusta, Georgia, is a Project Intern Architect, with a Masters of Architecture and Bachelors of Fine Arts from Savannah College of Art and Design, Georgia. She is an associate member of the American Institute and the National Council of Architectural Registration Boards of Architecture, with experience in schematic design, design development, and construction documents.
CGL Awarded New Projects in California, Virginia
Carter Goble Lee has been awarded the contract for the Alameda County, Calif., Juvenile Center Master Plan, to complete a Facility Needs Assessment for Camp Wilmont Sweeny for adjudicated offenders. The report will document requirements of the California Title 24 Minimum Standards.
CGL has also been awarded the contract to update the 2001 Virginia Beach, Va., Community Corrections Plan to be submitted to the Virginia Department of Criminal Justice Services.
CGL Principal Elected to International Corrections and Prisons Association Board
Robert T. Goble, AICP, Principal of CGL, was elected to the Board of Directors of the International Corrections and Prisons Association (ICPA), at the 9th Annual General Meeting and Conference, held in Bangkok, Thailand. His term runs through 2011.
The multi-national Board of Directors and membership from over 80 countries encompass all areas of the criminal justice system. The ICPA provides leadership and vision in the area of corrections and criminal justice to improve global understanding and professionalism. More than 325 representatives from 50 countries attended the 2007 conference. The 2008 Annual Conference will be held in Prague, Czech Republic.
Mr. Goble has been with CGL since its founding. His project responsibilities have included local, county, state, regional, Federal and international government agencies, and private sector clients with a primary emphasis in the criminal justice field. Goble holds a Bachelors Degree in Space Planning and Design, and a Masters in Urban Planning.

CGL Program Management Awarded Montana Jail Project
The County Commission of Gallatin County, Mont., selected CGL to provide program and project management services for its new 160-bed, $34 million facility.
CGL will provide an on-site owner’s representative throughout the project, with services including stakeholder collaboration, budget monitoring, schedule management and construction quality assurance.
CGL began working with Gallatin County during the initial Needs Assessment stage for the new detention center. The jail will be designed by Durrant/Dowling Sandholm with programming services by Dennis Liebert & Associates. Voters in Gallatin County will decide on the funding of the jail in an August, 2008 bond election.

Carter Goble Lee Awarded Planning Projects in Several States
CGL has been awarded several new planning contracts in 2008:
>>In association with Crabtree Rohrbaugh architects, CGL was awarded the Correctional Master Plan for the New Hampshire Department of Corrections. This ten-year master plan will chart the course for meeting the State’s projected correctional capacity needs with upgrades and expansions at select existing facilities. This is the 32nd State DOC system-wide planning project for CGL.
>>In association with STV Architects, CGL was selected to develop a Correctional Master Plan for the Commonwealth of Massachusetts. This 12-month project includes all state prisons, county jails and community corrections facilities in the Commonwealth.
>>CGL was selected to develop the Strategic Plan for meeting the medical and mental health needs of the California prison system. The plan will be the basis for all new correctional medical & mental health facilities in the California state prison system. The plan is the response to Federal Court requirements to improve the future of California’s medical & mental health services in state prisons.
>>In association with DMJM Design, CGL was selected to provide Needs Assessment, Master Planning and Design services for the newly proposed Musick Detention Facility in Orange County, Calif. The new facility has a proposed long-range expansion capability of up to 8,000 beds.

CGL Awarded Jail Maintenance Contract in the District of Columbia
CGL Engineering, Inc. was awarded a multi-year contract worth more than $1 million per year by The District of Columbia Department of Corrections for comprehensive maintenance for its Central Detention Facility.
The District’s first use of outsourced corrections facility maintenance to maintain complex security, environmental and administrative systems is in the 275,799 sq. ft. Central Detention Facility. “We are proud of the recognition and trust the District of Columbia DOC has in our company’s ability to maintain the facility to the highest standard,” said Joe Lee, CEO of CGL.
He continued, “We want to ensure this facility remains secure and reliable as an investment for the citizens of the District of Columbia.”

CGL Establishes Scholarship Endowment with Clemson University Foundation
CGL has established an endowed scholarship through Clemson University Foundation to assist students with an interest in international consulting.
The endowment will assist students studying architecture, planning, or construction management in the College of Architecture, Arts, and Humanities. Preference will be given to students who have demonstrated an interest in international consulting or are enrolled in a Clemson University students-abroad program in Genoa, Italy or Barcelona, Spain.
Stephen A. Carter, AICP, founded Carter Goble Lee in 1974 and has more than 35 years of experience dedicated to the field of justice planning. He is chairman and managing principal of Carter Goble Lee. He is also vice-chairman of Ecover, Inc. in Los Angeles and Belgium.
Mr. Carter received his Bachelor’s Degree in Architecture from Clemson University and his Master’s Degree in Urban Design and Planning from the Architectural Association, London, England. Additional post-graduate studies were completed in Economics at the London School of Economics, in Transportation Planning at Imperial College, and in Sociology at the University of South Carolina.
Clemson University’s main campus is located in Clemson, South Carolina.
