Stephen A. Carter, AICP

Mr. Carter founded the firm in 1974 and continues to dedicate his time to helping clients achieve their goals.

William A. Clarke, AIA

Mr. Clarke specializes in criminal justice and government facility design and serves as the architect of record and security consultant on a variety of projects. Mr. Clarke has more than 30 years of experience planning, programming and designing institutional facilities with construction costs ranging from $500,000 to $100,000,000.

Robert T. Goble, AICP

Mr. Goble has managed numerous justice projects since 1974 and directs the Planning staff in the development of Needs Assessments, Master Plans and Programming Documents.

Joe E. Lee, PE

Mr. Lee has decades of experience constructing and maintaining more than $7 Billion of public facilities, with special knowledge of and experience with secure facilities. Mr. Lee also developed the first outsourced maintenance program specifically for criminal justice facilities.

Dexter Stanphill

Mr. Stanphill applies his experience from his time as Director of Facilities for the Georgia Department of Corrections to install effective outsourced correctional facility maintenance programs. Mr. Stanphill’s direction leads to quality preventive maintenance systems targeted at extending building life and performance for CGL’s clients.

John Welborn

Mr. Welborn, for more than 25 years, has directed large scale public and private projects during every phase of construction. Mr. Welborn leads the Program Management group through direct application of his hands-on experience.
